Special Advisor for Unmanned Aircraft Systems, the position of which has been advertised by the JRC
The lack of coherent regulation of use Unmanned Aircraft Systems (UAV-Drones)leads to potential risks to safety, security and privacy. In addition, the rapid growth of the SCI industry presents economic opportunities that could be exploited to drive innovation and growth, but these opportunities are not being fully realized due to a lack of coordinated planning and investment.
This is also the axis of the electronic open and restricted tender for the project “Provision of National Strategy Advisory Services for Unmanned Aircraft Systems (UAS)”, according to which a special advisor is sought, the position of which was advertised by the CST.
Tenders must be submitted electronically by interested parties via the ESIDES portal www.promitheus.gov.gr until 13 July at 1 p.m.
As noted in the notice, the key objective of the national strategy for SSA is to establish a clear and coherent framework for their safe, responsible and regulated integration into national airspace.
* Promoting the safe and responsible use of SSEs through the development of clear and consistent regulations and guidelines * Research and development: Encourage and support the development of new technologies and applications of SSEA through research grants and funding programmes.
* Development of industry: Promote the development of the SSE industry by supporting the development of small and medium-sized enterprises and encouraging investment in the sector.
* Enhancing the security and privacy of the operations of SSCs through the implementation of measures such as secure communication and identification systems
* Promote the growth and development of the SSE industry by promoting research and development, encouraging investment and supporting the development of small and medium-sized enterprises.
Subject matter of the Contract
The Ministry of Digital Governance and the General Secretariat of Telecommunications and Postal Services is focused on developing a comprehensive national strategy for the use of Unmanned Aircraft Systems (UAS) and establishing a clear and coherent framework for their safe, responsible and regulated integration into national airspace.
To achieve these objectives, the national strategy for SEA will use a multi-faceted approach that includes the following key components:
* Regulatory framework: Develop a comprehensive and coherent set of regulations and guidelines for the safe and responsible use of unmanned aircraft in national airspace. This may include requirements for operator training and inactivation, as well as technical standards for the design and operation of SSEs.
Indicative Action Plan
1. Establish a task force to oversee the development and implementation of the strategy. This ad hoc group should include representatives of government agencies, industry and other relevant stakeholders.
2. Conduct a review of existing regulations and guidelines related to drones and identify any gaps or inconsistencies that need to be addressed in the new strategy.
3. Conduct contacts/discussions with industry experts, academics and other stakeholders to gather information and ideas for the strategy. This could include workshops, focus groups and online surveys.
4. Develop a comprehensive regulatory framework for the safe and responsible use of unmanned aircraft in national airspace. This should include clear guidelines for the training and certification of pilots, as well as technical standards for the design and operation of drones.

6. Promote the development of the SFE industry through initiatives such as investment promotion, trade fairs and partnerships with industry associations.
7. Work with international partners and stakeholders to promote the safe and responsible integration of drones in global airspace and to facilitate the exchange of best practices and technical expertise.
8. Recommendations for the regular evaluation of the progress and impact of the national strategy for SSEs through the use of quantitative and qualitative data.
Indicative Sectors, and Actions
The implementation of the National Strategy for the use of SEA concerns a wide range of sectors and industries, including, but not limited to:
* Defence: Develop guidelines for the use of drones by military and defence agencies, including surveillance, intelligence gathering and other defence-related activities.
* National security: addressing national security risks, including through the introduction of security clearance requirements for operators and restrictions on the use of drones in sensitive areas.
* Georgia: Explore the potential for the use of UAVs in agriculture, including through the development of guidelines for the use of drones for crop monitoring, irrigation and other agriculture-related activities.
* Working with industry: working with industry groups and other stakeholders to identify best practices and develop guidelines for the safe and responsible use of CMEs.
* Energy: exploring the potential for the use of UAVs in energy, including through the development of guidelines for the use of drones for monitoring and maintenance of energy infrastructure.
* Health: Explore the potential for the use of UAVs in the health sector, including through the development of guidelines for the use of unmanned aerial vehicles for the transport of healthcare material and/or patients.
* Transfers: Explore the potential for the use of UAVs in the transport sector, including through the development of guidelines for the use of unmanned aerial vehicles for delivery of goods and other transport activities.
* Humanitarian aid: exploring the possibilities of using SEM in support of humanitarian aid operations, including through the transport and delivery of humanitarian material to remote and inaccessible areas.
* Environment and sustainability: Investigate the environmental impact of the use of SSEs, including through the development of guidelines on noise pollution and energy consumption. Supporting the development of sustainable and environmentally friendly practices and making recommendations to reduce environmental impact.
Services
Within the framework of this service the Contractor, in the light of the national strategy for Unmanned Aircraft Systems (UAS), is expected to:
-Analyze the current situation in the country and help in the formation of guiding principles.
-Evaluate the organizational and administrative structure of the Ministry of Digital Governance & governance scheme in terms of planning actions for the implementation of the National Strategy for Unmanned Aircraft Systems (UAS) by providing a report on the evaluation of structures and practices.
-Identify sectors of the economy & policy areas that have the greatest maturity to benefit from the use of SEA
-Identify the most important areas of Public Administration that can benefit from actions related to the use of SaaS.
